Either masks work or they don’t. If you’re requiring them because they stop the spread then reopen everything. If they don’t work then the mandates are BS. Pick a narrative and stick to it.

Also you can't eat or drink with a mask on - so distancing & being outside is still important at restaurants & bars to reduce the chance of spread. As is washing hands, increased cleaning & continued testing & tracing. It takes a lot of effort to keep this virus under control!
