  This outbreak makes me think of The 5th Risk by Michael Lewis. Government intentionally staffed by incompetents, gutted of institutional knowledge, funding cut regardless of ramifications. Then we worry.

  Vaccines were first made to protect the most densely populated, most susceptible (kids, elderly, etc.) or most mobile populations. Two things gov't didn't adapt to well: people being extremely mobile and the speed of mutations. And when you cut funding to CDC, it doesn't help.
