Keep in mind that most ambulance service is "private", too. Likely to be $10,000+ for out of network.
Yes! It’s crazy that’s not (typically) a public service like police and fire.

Right? If you call 911 it is not a “public service” — provided (sometimes) by your muni, but most of the time, you are billed for the ambulance/EMS
