Allow private citizens access to NICS. Just like FFL dealers. You wouldn't even need to make it mandatory. People would do it for peace of mind. Advice from a gun owner and Lifetime NRA member.
I think you’re right that most individual sellers want to be responsible and would use NICS if we made it available, directly or indirectly. The ones who wouldn’t do it if it were voluntary concern me because I wonder what their motive is. That’s why it should be mandatory.

New York State has had mandatory universal background checks since 2013. (Safe Act) New York State Police estimate less then 30% of private gun sales go thru a background check. And New York is a Blue state.

Some areas like NYC and Chicago are very close to states with very lax gun laws. Many of the guns in those cities are brought in from those other states. That’s part of why we need federal legislation. So that people in Chicago can’t just hop over to Indiana to buy a gun.
