This is a useful bill; the local dumping facility in my neighborhood designates a recycling area, however, the personnel employed there consolidates *all* waste material into one pile as garbage anyway as a matter of their convenience negating the purpose of recycling. 
If you’re confused about recycling, you’re not alone. Our FY20 @AppropsDems Interior-Environment bill directs EPA to create a National Recycling Strategy to develop nationwide labeling standards.
