Actually, ESSA a reauthorization of Elementary and Secondary Education Act of 1965, whose purpose was to increase achievement of children from low SES families by providing funds to their schools for PD & other programs. BTW, this does not mean giving that $ to charter schools!
The aim of the Every Student Succeeds Act was to return power to those closest to students – parents and teachers. What you don't seem to understand is that parents and teachers and communities are unable to make decisions that suit their student population best. Why? The Federal Government cut education funding!

Federal budget funds the federal bureaucracy and initiatives such as Common Core. It doesn't fund local education.
