Actually, ESSA a reauthorization of Elementary and Secondary Education Act of 1965, whose purpose was to increase achievement of children from low SES families by providing funds to their schools for PD & other programs. BTW, this does not mean giving that $ to charter schools!

What you don't seem to understand is that parents and teachers and communities are unable to make decisions that suit their student population best. Why? The Federal Government cut education funding!

Not completely. There wouldn't be a Federal Education budget to cut if all funding was local.

Federal budget funds the federal bureaucracy and initiatives such as Common Core. It doesn't fund local education.
