This is the real question. It is a fair point that a Tweet is a public release - even if premature. But to be content with that, you have to believe the president is indiscreet in his Tweets, but circumspect in all his phone calls. That’s a tough sell.

He's been breaking the law since the day he took office. The only body that can do anything is Congress, currently controlled by the GOP. They choose to do nothing to stop him, every day. He is indeed above the law.
