    12 people w. disabilities drowned in the floods in Germany, because they could not be evacuated in time! This is not the 1st time ppl w. disabilities are left behind. This is why they must be included in the planning of disaster risk reduction & climate preparedness strategies.

    Exactly. Also begs a question as to why there was a 'Global Compact' on refugees & only a 'High-Level Panel' on the internally displaced, when the latter by far outnumber the former. Are states are only concerned about uprooted people once they start to cross borders?
