Because they don't want to believe they have control over these fatalities. That would require them to take actions that they think are less popular than saving lives, like slowing traffic. So this is actually a passive projection, not a proactive target to manage their actions.

YES! Surface roads, particularly urban and suburban arterials, are the problem. They are designed to speed vehicle movement. If vehicle speed is the priority then design an Interstate. If you are going to allow development, cross streets and people then slow it down.

I had to drive yesterday. I choose to drive the speed limit. The amount of cars and trucks that swerved around me was incredible. We all ended up at the bottom of the hill at the same time though

I find that progressive Ds tend to focus on creating hard hat jobs and getting construction equipment out for all to see. Few concern themselves with equity, climate, public health or safety implications, even though they claim them as priorities.

A bit inaccurate of a broad brush all things considered: Massachusetts has set targets to be equal to the most current five-year rolling average despite an upward trend in most years of target setting.
