He was called "Rutherfraud" Hayes because the GOP stole the 1876 election from Samuel Tilden. Hayes got 48% of the popular vote and Tilden 51%. No POTUS did as poorly in the popular vote until Trump in 2016.

Hayes won 185-184 in the EC. Three disputed states in the south - including Florida - were awarded to Hayes. Read a history of the 1876 election. It was a major turning point in U.S. history because the deal cut by the parties ended Reconstruction.

It was probably more controversial than 2000 since the deal cut to make Hayes POTUS ended Reconstruction. The 1876 election came up in discussions a lot during the 2000 recount/litigation.
