So the government owned mar-a-lago at one point?

Yes. Marjorie Merriwether-Post willed it to the government with the intention of it becoming a presidential retreat. Due to lack of interest in it, it was returned to her daughters, who sold it to Trump.

If it was willed to government, why would they give it back and not sell It? Seems strange to me.

The government did accept on condition of money left for upkeep. Upkeep cost too much and they ran through the money so they gave it back due to it being hard to sell. Mar-a-lago was/is garish and costly. It took 5 years to sell it to the next buyer, Trump.

Well maybe it will turn out to be a Presidential resignation omen! That would be worthwhile no matter how garish! Like she willed it for government good!

The irony of Trump using Mar-a-Lago as a presidential retreat to meet with foreign dignitaries when it was considered unsuitable for the task by Richard Nixon is pretty rich.
