actually, it was bush who initiated thr return to the moon, but don't act like the majority of nasa decisions were never politically fueld, even the original moon landing. Better then we move on from the station and set a return to the moon and mars than do nothing.
The cost-effective unmanned missions are the ones that are actually useful. Yeah, I know W was big on going back to the moon.
