The UN and nuclear weapons changed the calculus after 1945. Declaration of war has not occurred since 1941 even though the US has been in combat somewhere for many of the last 70 years. Korea is the classic problem: how to end a war that is never declared.

I live in Gyeongsan, which is just south of the northern part of the so-called Pusan Perimeter. The university where I teach was, evidently, a staging area for American forces at the very beginning of the war (from all the relics I and a colleague found on the back campus).
