Not to mention the VIII Amendment of the US Constitution expressly forbids excessive bail. The purpose of many federal laws promulgated by agencies and common judicial practice seems to be limitation of enumerated constitutional rights. The government can get away with murder.

Bail allows people to go free until their court date and also ensures they'll show up since they are now financially invested. This gives them a chance to work on their case freely if they are innocent. If wrongfully accused they can seek damages to recover the bail money.
