One thing that would help would be sex work decriminalization. And letting people out who are stuck in prison for nonviolent drug offenses
It is a disgrace that the United States locks up more people than any country on Earth. In my first term as president, we will aim to cut incarceration in half.

Based on Bernie's drug policy page, I think he'd support this approach, but you're right: he could be more explicit on it. It could be that he doesn't feel the public is ready for that policy goal to be voiced, yet. Buttigieg is polling low enough that he as nothing to lose.
