To clarify, I don’t believe Rodney wearing a coat would have prevented police from stopping him. I want to know if he needs a coat so he won’t be cold.

Absolutely ridiculous. Instead of taking him to jail, they should have insisted he get in so he wouldn't freeze or get hit and take him home. These officers need to be fired. I'm tired of hearing about "reassigned". They have no business being in public service.
