and the dislocated regions tend to end up getting other govt interventions, in Newcastle's case they moved CSIRO branch there.

@NickChampionMP unemployment is lower now than in the 70s when we propped up car manufacturing at a cost of billions -
sure but if you need to scale up i.e. due to war etc its a long way back.Is there some level that makes sense?
