        no tobacco should be taxed at a level that ensures society isn't out of pocket from the associated health costs.

        the mere use of tobacco has costs. there is no safe level of consumption. alcohol, other foods can be safely consumed in moderation

        #sugertax is blunt tool. + socio-economic status & ed level are big factors. Saying 'eat less' isn't working yet.
