A system in which we didn't force people to vote through threat of fine would fix this nicely.
@jedws a distinction without a difference, and yet many advocates of compulsion rely on it.

@bernardkeane I think the compulsion of turning up is incredibly important, in terms of maintaining some illusion of democracy -

@bernardkeane the US proves that rank gerrymander and minority participation is no impediment to the illusion, so perhaps we shouldn't care? -
@bernardkeane but the compulsion to attend means you have to make an active decision not to participate, rather than default apathy
