        far more dangerous than someone hitting 10kmh over for a few seconds. and I no of no instance where "keep left unless overtaking" has ever been enforced

        you are Australia's foremost expert on caravans and the threat they pose. I passed about 20 of these menaces today on the Hume back to Canberra.

        If they are sitting on the speed limit why would there be a need to overtake? Surely no-one should be going any faster than the speed limit.

        Motor Traffic Handbook: Sect IV. Para 9. Thou shalt, whilst traveling at the designated limit, keep to the left lane to allow those wishing to risk License & Points Penalties, to pass.
