Yes drug use is harm to self until such time as it affects others. Self harm is also frowned upon. While it’s illegal it’s a moot point

Alcohol use is primarily a risk to self. Tobacco use is primarily a risk to self. You know this. Yet you can't let yourself take the next logical step.

You can’t accept they are LEGAL. Get two letters added and it’s then relevant. Also smoking is not just a risk to self. You expel smoke which, unless in an enclosed space with NO possible unfiltered egress, is likely to be inhaled by others.

And alcohol use can lead to aggression in some, that's why I said "primarily". Not exclusively. For an opinionated person you lack comprehension skills and knowledge.

The status quo operates as an unofficial death penalty delivered as a game of Russian Roulette. Politicians like
@GladysB will never allow pill testing because it takes the bullet out of the chamber, the threat of capital punishment off the unofficial books. -
One can only assume the ideological belief here, in the face of reality and the history of human behaviour, is that the greater moral hazard is creating a safer environment in which drug-taking occurs due to a removal of this threat of unofficial capital punishment.
