The primary officer at no point attempts to stop the other officer as he bear hugs him from behind

Listen to the way he menacingly tells him "put your hands behind your back". The man was being enwrapped from behind, right in front of the officer, fully restrained and clearly not resisting. The cop only said it to establish the pretense for completely meaningless force.

“mistaken for a suspect in a panhandling investigation.” PANHANDLING? even if they had the right guy, WHICH THEY DIDN’T, they thought slamming him to the ground was appropriate for someone suspected of PANHANDLING?

Except, of course, it wasn't the "wrong guy." It was a black guy. They're all the right guy when it comes to cops looking to smack somebody around.
