Hey, Ben. Romney proposed giving a one-time $1,000 pay out to Americans for a total of $1,000 annually. The LIFT act, which Senator Harris introduced in mid-2018, proposes giving individuals up to $500 per month permanently for a total of $6,000 annually.

Romney's proposal was specifically in response to the current pandemic crisis; Harris's LIFT act is in response to the crisis of growing income inequality. You can quibble over her proposed monthly amounts, but your framing is entirely wrong.

1) $500 per month in perpetuity is larger than a one time payment of $1000. Is math hard for you? 2) This is not an emergency response. Harris wants the $500 payment to be in perpetuity - and an emergency response on top of that. Reading is hard but important!
