Voyeur! I saw your post about that recently and remember seeing it being reviewed back when I was younger. I never did play it, but it’s one of those ones that’s stuck in my memory for some reason.
It's surprisingly rather interesting, even because the main character looks like George Bush Sr. Also it satisfies the Peeping Tom who's inside all of us 
BTW I still have to play my first Saturn and my first Dreamcas game so I'm open to any suggestion...
Skies of Arcadia is a great Dreamcast game (although the GameCube version has more content).
