Climate change is a global problem and the US is only 10 to 15 percent global emissions. Therefore all US climate policy is an attempt to leverage global climate policy.

That's if you exclude CO₂ emissions embedded in trade and US corporations. But you're right, the US is very well placed to provide global leadership on climate - it just chooses not to.

Probably. Totalitarianism would also allow mass depopulation. Probably the single fastest path to carbon reduction.

The fastest and cheapest way to increase productivity and decrease carbon is to build millions of new rental units in dense cities - with mass transit. Dense housing uses 1/3 the energy of a single family home. Cities with mass transit save residents money by avoiding cars.
