I think launching outside of Taiwan makes things harder because of COVID-19. (needs extra quarantine periods for staff moves) I hope that wouldn't affect launching.

I am pretty sure that Taiwan cannot launch because the relevant laws and regulations of the Taiwan rocket launch site have not been dealt with.
Our Taiwan space agency has also announced on the official website that it will not launch in Taiwan.

Any information, which launch site will be used? Earlier they mentioned Norway and Australia, as the Taiwan launch site would not allow sun-synchroneous orbits-.
