State Street has a good copywriter as it technically looks like compliant language. The Fed is buying ETFs and State Street is merely postering what they "think" the Fed will consider, not what the investor should consider.

I've seen serious discussions of this on other sites. It's not irrational investing, it's rational investing in an irrational policy environment. Also clearly a sign of how far off the rails we have gone.
