As a long time player I fully support all the changes made. (except for the not intentionally scaling of WoD, MoP raids that was fixed)

I always thought the xp boost was to power a toon or 2 to max lvl not to enjoy/experience the game.

It was also in the game for 10 years. This starts reeking of boost push. Especially with the nerfs to heirlooms which were always optional anyway.

Could they have done this now because of upcoming Allied Races? I believe the only thing that didn’t work with getting the heritage armor was the full level skips. Wouldn’t the 200% xp from RAF worked?

The fact they sell boosts make for some really bad optics. I’m not into conspiracy theories but the optics on this are really bad

Apparently you get to keep your RAF XP boost as it was if the link between accounts was established prior to January 22, 2017.

It's a win for people seeking a more authentic experience with the game period. Honestly it felt there was never incentive to use the boost because RAF was cheaper to achieve the same goal

Blizzard are just finally starting to address issues that have plagued and devalued the quality of their game for years, and I'm happy to see the changes for the better.

The addressing of heirlooms, leveling, and RAF are specifically to stop devaluing the experiences for old content and newer players affected (directly and inadvertently) are changes long overdue. These things aren't "not worth it", it just isnt completely trivial now.
