This is how it was when I started. You didn't make money unless you applied and were manually reviewed and approved. I was denied twice before I was accepted as a partner. I had over 50,000 subscribers when that happened.

Can only speak for our own YT experience but we didn't even apply for monetisation until we had over 1000 subscribers and a video that had over 60k views.

I agree. Most small channels like mine are complaining but I'm over here chillin and going with the flow haha

I fear that it is going to discourage new creators with original material while further encouraging people to play towards trends/do anything for views. I can also see an increase in view/sub selling services. You're not wrong that it'll save YT money/effort though.

With an av. watch time of 2 mins that equates to 120k views. 120k views of a short video... I mean it could be 200 bucks? So if someone wants to do YT full time, that's small in the scheme of things

In terms of being stacked against new, that can be true with things like demonetization. But if you are doing a niche that is ad friendly and implement best practices + have a quality product, then it still can work vvv well

Now with content like mine with an average view duration of 7 mins 30, then thats 32,000 views. I hit that in my second or first month iirc. ...I think second. Because I tried to be smart with what I made. Made it for others, not myself.
