So I think the only way they'll get out of this hole is to really change up some of their non instance based core gameplay loops.
Would rather have a number of systems operate on top of a zone, such that it is different each time you go there

There needs to be a variation of content and a variation of location. You always seem locked to an expansion while so much goes to waste.

Yeah. My PoV is that they probably can't make enough content for that, so better to design smart systems that bring the world alive.
