I think they need to look at what some more sandbox style mmos do, as well as the wider industry, and rethink how they do things.

I think that's an unhelpful & limiting presumption. Good ideas can come from anywhere. The style doesn't matter much.

My point is the games old and people are set in their ways with how it plays. Flipping it all on its head i dont think would go down well

E.G. Broken shore is supposed to be a battle against a renewed invasion force. Does 6 WQs per day evoke that? Could it be done better?

Exactly! See it's stuff like that I think blizzard need to manage. Like the lore is so awesome, but the realization is so weak :/
