What about Bolvar? Why wasn't he under the jailers influence like Arthas?

Bolvar had the benefit of being separated from the Jailer by veil/barrier between the Shadowlands and Azeroth, the defeat of Arthas/the Lich King likely weakened the powers of the Armor/Helm of Domination, and he was a powerful paladin that'd be burned by the Life Aspect's fire.

IDK, if it was the jailer that was behind everything, then did arthas/nerzhul have no agency whatsoever? Was it the jailer that burned down stratholme? Was it the jailer who brought the Legion to Azeroth during wc3?
