I do think it's weird they went with a system that requires manual enrollment instead of just saying your first million $ earned are automatically discounted.

Like, if you look at this system, it encourages degenerate market practices in some situations, because if you earn between 1M and 1.21M per year, you'll actually earn less than if you earn 1M-1 per year. This is exactly the situation that tax brackets were meant to solve.
