No, probably still evil. Everything Arthus did led up to the helm of damnation. He turned evil before that. But it seems with the helm he was more of an absolute conqueror type, while without it, he was more of a malicious corruptor.

I feel like his time with the helm on may have amplified his personality traits and outlook more. Despite wanting to "be a good prince" pre sword, he was still prone to obsession, rage, and callousness. Chances are they'll go for a redemption arc, or He's a solemn hero type now.

Everything after he touched Frostmourne is moot. His real sins were the mistakes that lead him to it. Those were rooted in his entitled insecurity, his pride and arrogance, his vengeful wrath. He couldn't accept loss. He couldn't make peace with his failures (Jaina, Invincible).

He was at his core a very weak soul. He lacked conviction. So he struggled to wield the Light, which seems to draw on willpower, and he pushed Jaina away when she joked of children. His need to prove himself to his father lead him to flee to Northrend and he abandoned Muradin.
