I believe you missed a key point in your correction: The requirement release for previously released games is 30 days withing the "Effective Date" - this is the date the contract is binding, not the day of original release. It has to be 30 days from when they sign the contract. -

In other words, it doesn't matter how long your timed exclusive is, it only matters that you only add it to the store within 30 days of release. This is supposed to stop a store page for sitting on Steam for a year+. Of course, they still don't enforce it anyway.
