Of course it's ultimately up to the developer. It's also up to gamers to provide feedback to the devs. If they find the feedback to be helpful, then what's the problem?

I see increasing consumer entitlement over creative vision as a problem. As Jim’s Sekiro video was titles, “I Didnt Like Sekiro and that’s fine”
