They said that they thought Legions first few patches were too quick, so the numbers are supposed to be slightly skewed. I wouldn't be surprised if 8.2 is slightly later to make sure they get it right, as it's a very important patch to set the "tone" if you will to the playerbase

They’re also dealing with a shift in plans regarding the utter failure of the Azeroth Armor system. I imagine developing around that and dealing with BFA in general has added time to that timeline.

Legion didn't require a complete design rethink like Azerite has. Wouldn't be surprised if that was part of the resource sink.

Which leads me to ask, did the game need an entire redesign of the gearing system? They never build on what they have. They reinvent the wheel then abandon it the next expansion. It's not feasible but this is the hole they dig for themselves.
