It's the policing of content based on topic. Games are just another form of media right? When she says rape isn't a game, that's the same as saying rape isn't a book, that it isn't music, or isn't film. That's the point. Government censorship of content.

Telling a story about human life and human conditions containing trauma and the evil of humanity is one thing. Developing a game where the aim is solely to rape and kill women is another. I didn’t intend my original tweet to be as confrontational as it came across.

That's going to be mighty hard to legislate. The grey area would be massive and very open to overzealous enforcement. Plus, censoring things almost never works - it just drives it underground. ...which I think we all know is a massive problem for content like that
