So I suspect Blizzard are being messy with their timeline so that they can explain the Calia & Arathi events to players in game, likely because Calia Undeath/Light will be important knowledge going forward.

Only scene with Jaina in Before the Storm was short conversation between her and Kalec in Dalaran. After which Jaina teleported away. Her Warbringers episode happens sometime after that.

Seems to me like you misinterpreting this. It just shows that Jaina didn't know about Arathi, as that is still pre' BFA. She didn't take part in the meeting remember?

Jaina’s first reconnection with Alliance / Anduin is on her boat at Lordaeron... we’ll after Arathi meeting. No reason for her to be briefed on every event she wasn’t present for + she spent a fair amount of time in Thros. KulTiras is her concern, not Arathi despite its WF status
