It is an attempt to controll trait gains during the early progressions of the next raid. Otherwise it would be possible to max out at least heroic if not also mythic raid (azerite) gear within 2 weeks of release.

For the common player? No, not really. For high-end guilds though, plans were made for progression based upon the data that was available. It's not like an end of the world thing, but it is odd that Blizz wouldn't communicate that change.

To be fair though the raid is open for testing on the ptr which is when they say they are going to start the reduction again. True it could have been more transparent in the patch notes. Does not justify the venom the dev's are getting (for this topic).
