When your race is dominant and your enemies are conquered, your capital probably looks pretty sweet.
It's a bit like the Romans, inhabiting Britain then the collapse followed by Saxon and Viking culture
Considering that the current factions make use of cannons, guns, helicopters, tanks and many other things like a space ship. I tend to not think about it a lot. Plus do keep in mind that most places in universe are fairly recently developed after the 3rd war.
