I find it implausible that the Chinese would let GRU operate in Beijing carry out random, largely pointless harassment of US personnel, not to mention that we still don't have any plausible conception (as wrote) of what these 'directed energy' attacks would be

this then requires GRU to operate a theoretical experimental weapon with a large power source in the most surveilled section (the US embassy and environs) of one of the world's most surveilled cities.

Well, one of these two broke the CIA's covert communications system and rolled up the entire network of assets in their country, as well as identifying CIA agents worldwide, while the other's agents keep getting caught and identified by civilians.

Why would you assume they had permission from China? The same thing happened on US soil and they certainly didn’t have permission here.

a) what happened on US soil? the other alleged attacks were in Havana and b) Chinese cities are far more surveilled than US cities and these supposed attacks took place in the most heavily surveilled areas in them, the US embassies/consulates
