Also, please note that "confessional state" is less "Convert or die, heathen!" and more "You must be at least this Catholic to hold any kind of governmental office". You wanna be an atheist or Jewish or Protestant etc, you're free to do so, as long as you abide by the law.

Of course, those laws are going to have a distinctly Catholic flavour to them and if that's not your cup of tea then you're probably better off moving somewhere else. The Right of exit, is of course sacrosanct for all law abiding subjects.

Not against autonomous city states but I doubt it's feasible in the current state of geopolitics. Defense requires cooperation on a grander scale than city states, and whoever heads such a military federation will be a de facto emperor

Agreed. My point is that, just like now, there's no guarantee the emperor isn't as horrid as present day globalists. I think it's esentially impossible engineer out corruption of any system involving humans, but making all roles leadership unpleasant in some way would be a start

There's an absolute metric shit ton of accumulated social technology that got unceremoniously jettisoned, because various waves of "enlightenment" movements felt they were constraining the unfettered power of the state needed to implement their grand visions.
