It won't reset. If your channel meets the new threshold by Feb 20th, it will get reviewed. If it doesn’t, the review starts after it reaches the 4k watch hours / 1k subscribers requirement.
@TeamYouTube another question based on some user concerns. Is this based on a rolling 12 months? I.e if you re-apply in May, will it no longer consider March of 2017 in the watch time total? Or does watch time ADD ONTO the total if you don’t make the requriements.
