I agree. Poverty should be assessed and handled by local governments, not the federal government.

I grew up in poverty in one of the most dangerous hoods in Houston, I was in poverty in the worst Hood in Killeen when i got out the Army, i was on Food Stamps for 9 years. I stopped acting like a victim & moved out the hood. Im no longer in poverty.
