So Logan Paul makes a horrible video and @TeamYouTube @YTCreators @YouTube decides to raise the threshold for small channels making it nearly IMPOSSIBLE to start. It lowers moral for anyone starting to make content. The last change was at least tolerable.#YouTubePartnerProgram 
Why? Having 1k subs and 4K views is not hard to get. If this threshold prevents you from making videos, I doubt you are cut out to be a YouTuber.

It's 4k hours and yes, it is a problem, especially for Youtube animators. Animation takes a long time to make, you can't just pump out a video every day. The usual minimum length of a well done animation is around 2-5 minutes. That can take FOREVER to get 4k hours to add up.
