No. Merely that we should assume that a robber is a danger to the public generally and should be locked away, not handed off, especially if we have to suspect incompetence or "criminals are victims" leniency. If

Let's care more for the offenders than the victims. Can be massive trauma to be robbed, aside from potential physical or financial damage.
