What happens to the money? Does the family of the deceased get to keep it? Do banks have to return the funds to the Feds? Do banks return the money to family or to the Federal government? 1.4 billion dollars sent to the deceased. What about seniors or people with disabilities?

As executrix I received a check for my Dad who died in 2018. His name actually had the word "deceased" after it. Checked the box on the envelop and returned it. That's what honest citizens do. Hopefully, money will be reallocated and not "disappear."
