I think they should've announced Immortal as a mobile tie-in to a full Diablo game like Bethesda did with Fallout 4 and Shelter, where the latter promoted the former, and Bethesda still managed to get a delicious slice of that mobile pie.

Well sure, but then the starting point should've been developing D4. Assuming they are doing that, they should've had this mobile game be like a prequel and in a way, a teaser.
