    The times were very uncertain. The entire region was on edge with a feeling of being under siege by an unknown enemy. But Moose shone a light of hope, giving us confidence the reign of terror would not last forever

    This was on live TV. I don't think America had ever seen a police executive shed tears at a press event. But all in all Moose gave folk the impression they were really on the case and would not rest till they got their man. He had a ton of credibility in the eyes of the public

    I'll never forget seeing tears roll down his face during a press conference after a little boy had become the latest victim of the sniper. Moose was overcome with emotion, but he tried to play it off and kept it moving...

    One of the most fascinating aspects of his "Hollywood storyline" career was how after all the Beltway Sniper national notoriety, he quit his job as chief, moved to Hawaii and became a bottom rung patrolman.

    When I'd first returned from the west coast, I had the pleasure of briefly working for a allied agency under the chain of command of Chief Moose. Was one of the most highly respected leaders I've ever worked under.
